We oppose...oppose and oppose this Coal Plant..

This is not environment friendly..
Near to the World Heritage Site...
Too many talk but no prove to be clean near or for the future...
China is one of the the world biggest polluted cities because of the Coal Plant...
Even China trying to remove their Coal Plant by Opening a Mega Dam..
So many engineers and thinkers but so little alternative...

You want lahad Datu and near area to have Acid Rain?

yes, CM to rethink the coal power plant - considering the environment, then moggie said, sabah needs coal power plant to meet the electric demand at the moment - all because of the 5 thieves, mastermind by the Filipino, good things they are now on the way to JB prison.

Sudah sabah Cabinet Reject ...adehhh.
Tapi bukan pasal theif saja la.memg bekalan elektrik ndak cukup untuk satu sabah.
Di ranau sendiri beberapa kampung tiada elektrik.ada tiang elektrik pun tiada guna kalau tiada power supply,so cannot blame the goverment 100%.
Sa paling rasa damm sama  ni pembangkang dulu.dorang bilang yb ndak buat kerja , itu la tiada elektrik.but diorang tidak tau yang elektrik supply memg ndak cukup.there are cockcy. Shut Eye

Kota Kinabalu: There is no available alternative that is better and more viable than a coal-fired power plant to boost the power reserve margin which is now at a critical level in the East Coast of Sabah.

Tenaga Nasional Berhad (TNB) Chairman Tan Sri Leo Moggie said coal-fired power plants using clean coal technology is not something new and, in fact, had been built in the country.

"In the peninsula, we have a big power plant (coal-fired) about three kilometres from Pangkor Laut, a five-star resort hotel. The private sector is building a 2,100mw capacity coal-fired power plant in Tanjung Pin, Johor, about two kilometres from Singapore and another private sector group is building another 1,700mw capacity plant in Negeri Sembilan, very close to Port Dickson.

"So clean coal technology power plant is not something new," he told a Press conference at Pacific Sutera Harbour Resort and Spa, Friday.

According to him, he was not touching on the issue of location, in this case Lahad Datu, where the power plant had been proposed by TNB's subsidiary Sabah Electricity Sdn Bhd (SESB) but later scrapped by the State Cabinet due to overwhelming environmental concerns.

However, he said there was a need to put coal technology into its proper context and perspective.

"Because if we don't I think for us in SESB and TNB we will not be giving the correct picture to the people in Sabah," he said.

"What is so bad, so dirty about coal? Yes, coal is black, giving an impression it is not clean and if you talk about coal plants 20 years ago the worries should be more than today. But in the last few years clean coal technology had been developed and is increasingly sophisticated," said Moggie.

In fact, he said clean coal technology does not have the polluting effect that people think it has.

Towards this end, Moggie said when the project in the East Coast was proposed they had incorporated clean coal technology that had already been implemented in many parts of the world.

The demand in the East Coast is 200mw against the capacity of 170mw, meaning there is a 30mw shortfall and it is increasing aggravated by the ageing diesel-fired power plant which is costly to operate and more polluting.

"We need clean coal power plant technology badly because come 2010 - 2011 we think the power supply in Tawau would be at a crisis level," he said.

In the East Coast, he said the reserve margin was critical because from the SESB's point of view they were now depending on old sets of diesel- powered plants.

These fossil fuel power plants are unstable and since they are ageing the risk of breaking down was also getting higher, adding that the situation had been anticipated about four years ago, prompting the proposal to build another power plant in the East Coast.

Moggie said a gas-fired power plant would have been the best choice since it is quicker to build and efficient but "we were told there is no gas available for the East Coast".

As for hydropower, he said Sabah has two sites in Liwagu and Ulu Padas but unfortunately both of them would be very much for the West Coast area.

"Then we looked at the potential of diesel setsÉbut again it is equally polluting, the cost is high so you cannot build large power plants with diesel. We looked at bio-mass power or green power but unfortunately the most it can generate is 10mw but not 200mw."

Moggie said people also talked about using solar power as well as wind but that the technology has not reached a stage of building a major power plant to tap power from the sun or wind.

"Wind power to produce 300mw of power in Sabah is not practical so we feel there is no other alternative for us but a coal-fired power plant although it is expensive," he said.

As for the transmission of power from the West Coast to the East Coast since the East-West Grid is already in place, Moggie said in terms of network planning it would be unwise to be dependent on just one source of supply.

"Anything more than 20 per cent of your source you should diversify because should anything happen to that source the whole country would black out. Yes, the East-West grid is there but we cannot rely totally on it.

Therefore, it is still necessary for us to build a power plant in the East Coast," he said, adding that for the next 10 years or so the reality is Sabah does not have a power loop system.

As for getting power from Bakun Dam, situated in Belaga district in Sarawak, Moggie said it was out of the question since even if there was a surplus of power it would mean about building a 900km long high tension power transmission to the East Coast of Sabah.

"I am not talking about the costÉit is impractical because what would happen if one of the lines went out in the middle of the jungle," he said, adding that Sarawak has many potential hydropower sites and some located close to Sabah.

"But all of them are near the West Coast. My point is that for the East Coast there is no option. We don't see any other real option here," he said.

Moggie said the public needs to understand that modern clean coal technology managed to reduce the emission of harmful gas like carbon dioxide. An additional RM100 million was also set aside for environmental issue mitigation, he said.

"But at the end of the day, whatever we do, its going to have some effect on the environment. The issue is the choice, whether the effect is acceptable for the benefit you are getting out of it," he said.

On the question of supply of coal, Moggie said they had identified Kalimantan, Indonesia. On whether TNB would be proposing an alternative location to the State Government to build the coal-fired power plant in the East Coast, he said it is an issue that needs to be addressed and objections from the people are anticipated.

He said TNB would not only be discussing alternate sites but the overall power plant situation in Sabah.

According to Moggie, presently Sabah's reserve margin stands at 15 per cent with the demand being 642mw against capacity of 720mw.

Nonetheless, the 90mw difference (excess) is also not reliable due to ageing power plants as well as the fact that the hydropower plant in Pangi, Tenom is also seasonal.

During the dry season the plant would not be able to generate power at full capacity, he said.

Moggie said the anticipated reserve margin in the West Coast was getting thinner due to delay in the completion of several privatised projects.

"We are very concerned with the delay and the board has made certain views which I prefer not to state publicly but it is important they are completed as soon as possible," he said.

Bukan pasal ndada alternative, tapi semua 'green' tech masih mahal untuk mass deployment bagi SESB/TNB

And sejak privatization *keyword is privatize* of SESB and TNB memang di otak mereka no 1 ialah 'Profit'

Bila kita jump into the bandwagon dengan biofuel, terus food price naik macam sekarang.

If FEDERAL GOMEN can build a bloody sea under ground cable from BAKUN DAM from Sarawak to WEST MALAYSIA with multi BILLIONS RM, why cant they build a pipe to supply to Sabah?

I just read yesterday chinese news in sarawak, this Leo Moggie told the sarawak CM LET US MAKE SOME MONEY FROM SABAH SINCE SESB cannot supply enough electricity to the whole state. Fikir-fikir lah orang sabah jangan selalu dibodoh-bodohkan orang saja.

Kita sudah MERDEKA for 45 tahun bukan baru kelmarin saja. Case macam PUBLIC UTILITY (air dan current) for Sabah state should be in place long time ago!

As I mentioned before, Jika kamu tidak competence, let some one who is more capable to take over the job. Too much of politicking instead of deliver the job, sigh! Sudah 45 tahun, masih cakap lagi public utility tak cukup, what is more about the LRT, Monorail and high tech public transport? Another 100 years?

That is why Sabah Goverment should think to make money for their sabah state and people benefit...

Many people does not know.. A lot of Money flow out from sabah then go into...

We export more money out then import in...

From airline, oil and gas, energy etc...

We supply money to 20 million peninsular people than we own sabahan only 3 million people...

Siapa benefit oil punya subsidi.. can u tell me how many cars in sabah and how many peninsular...
Sabahan should get more subsidi benefit of it...
Gas piping pun bawa keluar sabah ke bintulu.. langsung tiada benefit...

Siapa punya airline... MAB, airasia and mas belong to peninsular people... not sabahan benefit... apa guna kita ada tourism kalau kita indada airline control... mati-mati kita sembah diorang bawa banyak frequency ke sabah... kalau diorang boikot kita tanpa sebab... matilah tourism sabah... kan bagus kita control sendiri...

Sabah Electric pun orang semenanjung punya dan sarawak... TNB...

Sabah in incapable to do anything.... Almost zero control of all resources...
Yang besar punya project dan benefit semua bagi orang luar....
Tinggal yang sisa-sisa kecil saja yang ada...
Sampai bangsa orang sabah sendiri pun sudah hampir pupus...
Tinggal yang pilipino dan indon saja yang banyak nampak... Ada blue IC pulak tu...

Mana kita mau pigi kalau duit  keluar saja tapi kosong yang masuk...
Macamana kita mau maju orang kita sendiri punya keluar sabah sebab tiada kerja yang sesuai dan gaji Rendah compare sarawak dan semenanjung...

Banyak lagi mau cerita tapi mulut pun kering... cukup sajalah... Sweaty

How the penang bridge built up...
How the KL infrustructure built up...
How is penang johor selangor becomes more develop...
How people sabah money being invest for benefit peninsular people but not a cent for sabahan...
Why the budget for sabah so small but the state is second largest in malaysia...
Who's money being use to pump in for the corridors deveopment...

It cannot make sense, education minister says sabah is getting the largest education fund...
What is the use of that education fund when it cannot develop the state and is still not enough & very small amount...

Who have more resources in the states of malaysia...

Sabah have everything resources, nature and big space... compare to peninsular but the poorest state in malaysia...

Berapa lagi orang di sabah mahu cakap. "Wah!! budget tahun ni besar. Cukup saja bah"
Tapi duit yang kita kasi pada orang lebih banyak dari yang kita terima...

Kita yang untung atau kita yang rugi??

sabah pengeluar minyak kan... minyak builih bikin energy kan... kalau  ndak mau minyak, gas pun ada kan... jadi kenapa mau coal lagi... sebabnya murah?....atau  supaya alam sekitar sabah di penuhi gas2 beracun spt CO, CO2, NO & lain2 gas rumah hijau yg mengakibatkan bencana alam & pemanasan global... Itu belum lagi hujan asid yang mengakibatkan pencemaran hutan simpan yg masih dara lagi dan merosakkan kesuburan tanah & kesucian sungai2 di Sabah... Kesan kesihatan dalam jangka masa pendek & panjang sememangnya terbukti dinegara2 barat, mereka mana mau peduli pakai coal walaupun murah... Hairan betul sya.. Ada sesiapa terbaca laporan EIA pasal plant ini?......

p/s rakyat berkuasa menentukannya... lihatlah incinerator di Bogra yd akhirnya dibatalkan...

SESB says again: Coal the only option

Kota Kinabalu: SESB maintains that coal is the only option Sabah has to address the East Coast power deficiency.

"It is very clear we don't have much choice in the East Coast," SESB Managing Director Baharin bin Din said. "Coal is not available in the East Coast but it can be made available.

"Gas is not available in the East Coast now, Petronas is not willing to make it available but suppliers of coal in Kalimantan are willing."

Wind has to be persistent to make it work while solar power can perhaps generate 10MW but doesn't have viable capacity for 300MW, he said.

In the mean time, he said the East Coast is "over-dependent " on the West Coast power system to supply its electricity needs.

The incidence of breakdowns is four to five times higher because of old and aging diesel plants which pull down the overall reliability performance of SESB, he noted.

"Total electricity demand in the East Coast averages about 200MW and 100MW is being transported 275km from the West Coast system to the East Coast system on a daily basis, through our interconnected West-East Coast grid system," he said.

"This is exposing the East Coast to risks of total blackouts on two counts One, when you lose this West Coast-East Coast connectivity. Two, when the West Coast system undergoes maintenance, you cannot have spare power for the East Coast resulting in intermittent load shedding because some plants in the West Coast are undergoing maintenance," Baharin said.

Hence, there is "really a need to do something in the East Coast since the West Coast is supplying 50pc of East Coast's power needs at the moment."

He said "if nothing is done, in two years' time, the export requirement may rise to the 70pc level and the West Coast system will not be able to handle this."

On the question of strong objection by Sandakan folks to the coal-fired power plant to be sited there, Baharin said there is a need for "awareness and education."

On Sepa's intention to conduct their own EIA to ensure independence, Baharin said they are most welcome to do so.

Asked on the possible site in Sandakan for the coal-fired power plant, Baharin said it will be an "industrial" area without naming the place.

It had been noted that major simultaneous Statewide blackouts in Sabah caused by physical line damage are rare except for two isolated incidents one of which dated back almost 10 years ago in Rayoh near Tenom when a large dead tree on a steep hill fell and snapped cables. This was repaired fairly quickly using helicopters.

The recent case happened several months ago when metal thieves removed tower support parts causing a transmission cable pylon in Suang Parai, Menggatal, to collapse.

Both cases, according to critics of the coal plant plan, are preventable through regular monitoring or one-way screws that are hard to remove or simply by welding.

Studies of recent mega blackouts in America, Brazil and Peninsular Malaysia were all caused by systems failure centred at either generator or substation breakdowns, maintenance failure or improper designs.

The crucial part in the West Coast-East Coast grid system in Sabah is the inter-connecting transmission line between Penampang and the Substation (transformer) in Segaliud (check point) near Sandakan.

The critics contend that a loop system can be built to manage disruption risks by just erecting a second transmission line parallel to the existing lines at a safe distance so that transmission can be switched to the parallel line to maintain power supply should physical damage happen to one - without the need to build an expensive new substation.

Baharin said Sabah is also over-dependent on oil which presently generates 56pc of its electricity while 36pc comes from gas while biomass generates 8pc. "We must raise the diversity of our duel sources, bring oil down to as low as 10pc and possibly zero per cent in future. We cannot have a 100pc gas, there must be a good mix," he argued.
